 What is the role of an ICO?

The ICO is responsible for a certain category of costs across the enterprise, such as sales, marketing, IT, or operations. Other than in traditional roles, where budget ownership resides within the functional departments, the ICO challenges existing cost structures from a company-wide perspective. They focus on aligning spending with the greater business strategy while making sure costs are driven by the right factors. The ownership of cost categories at both the ICO and P&L owners is how this creates a far more dynamic, holistic approach to budgeting.

The ICO leads workshops, working with a variety of stakeholders from across the business to identify inefficiencies, uncover potential savings, and assess the viability of new initiatives.

In this collaborative process, ICOs prioritize initiatives that drive cost savings and feed the innovation and growth agendas of the company. Those initiatives are presented to the steering committee for approval and cascaded to the P&L owners for implementation. 

3. Enablement of Execution

Once the initiatives have been identified and prioritized, it is now time for their execution. In this stage, the ICO plays a great role in the implementation of initiatives approved into the company’s operational processes. The ICO dictates the implementation plan, the policies, and guidelines that would be affected; it also establishes the monitoring system.

They ensure that the P&L owners realize their responsibilities and make them accountable for the implementation of identified cost-saving initiatives.  

4. Execution of Transformation

The final stage is embedding the new ZBB processes into the company’s culture. ICOs ensure that cost optimization becomes a continuous, year-round effort rather than a one-off project. They facilitate monthly performance reviews, track category-level savings, and continue to uncover new opportunities for cost improvement.

In this process, the company develops over time a sort of “muscle memory” in ZBB, with a deeply instilled sense that every dollar spent must have a value to the strategy of the organization. 
A Proving Ground for Future Leaders

While ICOs do indeed play an instrumental role in driving cost consciousness, their role is also an incubation ground for future company leaders. Typically, an ICO is a senior executive, one level below the C-suite, with the authority, experience, and leadership acumen to push the ZBB program.
